Notice of Availability of the
Proposed Public Housing Annual Agency Plan
for Fiscal Year Beginning January 1, 2026
The 1998 Quality Housing and Work Responsibility Act requires housing authorities to complete and submit Public Housing Agency (PHA) Annual Plans to the U.S. Department of Housing and Urban Development (HUD), and that the public be given the opportunity to provide comments. Beginning on August 1, 2025, the Jefferson Parish Housing Services Development District (HSDD) Annual Agency Plan for Fiscal Year 2026 will be available for review by the general public and can be found at:

The Plan may be viewed between the hours of 9:00 a.m. and 3:00 p.m., Monday through Thursday. To request an alternate format of the Plan and policy updates, or for general information, you may call HSDD at (504) 342-4475. An electronic copy of the Plan will also be available for review on the HSDD website at www.jphsdd.org .
Notice of 45-Day Public Comment Period
August 1, 2025 – September 15, 2025
A 45-day public comment period regarding HSDD’s proposed Annual Agency Plan for Fiscal Year 2026 will begin on August 1, 2025, and conclude at the close of business on September 15, 2025. Public comments will be accepted anytime during the 45-day comment period. Concerned residents should submit their comments to the attention of Dorian Rawles, Executive Director at the HSDD Office Building, 121 Pailet Drive, Harvey, LA 70058. Comments may also be e-mailed to info@jphsdd.org . All written comments regarding the Annual Plan will be accepted on or before September 15, 2025, and oral comments will be accepted in person at the Public Hearing mentioned below.

A Public Hearing will be held to review and solicit comments from the general public regarding the proposed HSDD Annual Agency Plan for Fiscal Year 2026. The hearing will occur on Monday, September 15, 2025, at 6:00 pm in person at the HSDD Office Building located at 121 Pailet
Drive, Harvey, LA 70058.
