Housing Choice Voucher Program

JPHSDD offers both the Family Self-Sufficiency Program (FSS) and Homeownership Program (HOP) to current Housing Choice Voucher/ Section 8 individuals and families to transition towards economic self-sufficiency and/or homeownership. Both programs are voluntary and offers many benefits. Take a look below to see which program is a good fit for you and your family.

Family Self-Sufficiency Program (FSS)

  • I am a current HCV Participant
  • I am willing and able to become regularly employed
  • I need one-on-one coaching to find resources and identify barriers that prevent you from achieving econonic stability
  • I am willing to develop steps to achieve goals that could include but are not limited to - starting a business, building credit, buying a home, attending college, purchasing a car and more
  • I am willing to work towards completing my goals listed in an Individualized Training and Service Plan and earn a monthly escrow deposit to an interest bearing escrow savings account and graduate with the savings accumulated at the end of my contract.
  • I am willing to learn new skills through training, certifications, workshops, educations, and other community based programs.

Homeownership Program (HOP)

  • I am a current HCV Participant, in Jefferson Parish for at least 1 year and not in my initial year of lease.
  • I am in good standing with JPHSDD; NO outstanding/unpaid debt or rent
  • I am in compliance with current lease, No history of late payments
  • I have no previous default on a mortgage while assisted under JPHSDD Homeownership Program
  • I currently have a svaings of: $3000/$2000 if you receive Disability
  • I have no financial interest in any other property
  • I am considered a First Time Homebuyer
  • I have been employed full time for at least two years earning at least $14,500 annually (Elderly/Disabled exempt from this requirement)
  • I have a credit score of 640 or greater

If you do not meet the requirements for our Homeownership Program at this time, we believe FSS might be a great fit for you. The FSS Program will help you set goals to become Homeownership Ready while building assets.

About the Homeownership Program

JPHSDD offers a Homeownership Program to permit eligible HCV recipients to purchase a home using their voucher subsidy. All potential homebuyers must have a down payment of 3% of the home purchase price with at least 1% coming from the homebuyer’s own resources.
Steps Towards Home Ownership
  1. Complete and submit a Homeownership Request Form
  2. If criteria is met, complete HOP application and submit required documents
  3. Referral to a HUD certified Counseling Agency to take Pre-Purchase Counseling Course
  4. Attend Homeownership briefing with Homeownership Coordinator
  5. Referral to an Approved Lender with HOP voucher to apply for financing
  6. Receive Pre- Approval from Lender
  7. Search for a home
  8. Submit a sales contract
  9. Home passes all required inspections
  10. Prepare for closing
